Apartment layout change in Batumi and legalising it
An apartment layout change in Batumi starts with a measured survey and a check of the walls. Under the rules as of 2026, partitions can be taken down, moved and built without a permit, while load-bearing walls, columns and slabs are touched only with a structural engineer's report, a design and a permit. We make the measured survey drawing, the layout and, if needed, the design, and then do the work itself. The design and approval support cost from 3,600 ₾; the work, materials and state fees are priced separately.
from 3 600 ₾/projectdesign and approval support; work, materials and state fees extra. The final price is confirmed once agreed.
- Timeline: usually 1–2 months to move partitions in a 1+1 apartment, including the survey and layout, by our estimate; with a load-bearing wall, the report, design and approval come on top
- Warranty: 2-year warranty on partitions

What you can change without a permit and what needs a design
Work inside an apartment is divided up by Resolution No. 255 of the Government of Georgia on construction permits. Under the 2019 version that we checked, taking down, moving and putting up partitions inside a building, and making openings in them, count as repairs and need no construction permit. Altering load-bearing walls, columns and slabs, or making openings in them, is already reconstruction, which is carried out to a design and with a permit. We check the version in force on the date of the work together with our partner lawyer.
| What you want to do | What you need before work starts |
|---|---|
| Take down, move or put up a partition | A measured survey and a layout; no permit needed |
| Make an opening in a load-bearing wall or remove part of it | A structural engineer's report, a strengthening design and a permit |
| Join a balcony or loggia to a room | A check of whether the wall is load-bearing and whether it is part of the external envelope |
| Combine two apartments | A check of the wall between them and changes in the Public Registry |
| Move a riser or ventilation shaft | We don't do this: these systems serve the whole building |
The wall between a room and a loggia is often part of the building's external envelope. Without it, the cold loggia frames are covered in condensation in winter, so we price this alteration together with loggia insulation.
How we work out which wall is load-bearing
In a cast-in-place concrete new build in Batumi, the load is carried by columns, slabs and concrete walls: around the lifts and stairs, often between apartments and along the shared corridor. Partitions between rooms are usually aerated concrete or breeze block, but under plaster, concrete and block are easy to confuse.
We request the building's structural drawings from the developer or the management company, and on site we measure the wall thickness and drill a test hole. Concrete drills hard, gives grey dust and often hits reinforcement, while aerated concrete drills easily and sheds white crumbs. If the signs don't match the drawing, or an opening in concrete is needed, the structural engineer decides, taking the Georgian seismic building codes into account. Who is responsible for what in a design is clear from the comparison of an interior designer and an architect.
In Soviet-era buildings the internal walls carry load too, and there are usually no drawings, so our structural engineer surveys the wall. Other surprises of older buildings are collected on the page about resale apartment renovation.
Kitchen, bathroom and risers in a layout change
Walls are easier to move than wet areas. The bathroom and kitchen are held in place by the drain riser. We lay the branches from the basin and shower with a fall of 2–3 cm per metre and the toilet pipe at about 2 cm per metre, so a toilet moved four metres from the riser raises the bathroom floor by a step. That is why we keep the wet areas at the riser or close to it and move the rooms around them.
We don't plan a bedroom without a window, and we give every new room its own air exchange: with Batumi's humidity, a closed room quickly gets damp. We build the wall between bedrooms from thick blocks or on a frame with mineral wool, and the wall shared with the neighbours is covered in the section on wall and ceiling soundproofing.
What legalising a layout change means
Legalising a layout change means bringing the apartment's documents into line with what has actually been built in it. After partitions are moved, the minimum is a measured survey drawing of the new layout in the handover file, which will be useful when you sell. Whether anything needs changing in the Public Registry, we decide from the extract and the drawing the apartment is registered with.
Work on load-bearing walls needs a structural engineer's report, a design and a permit, and for an apartment in a multi-apartment building, where and in what order the documents are submitted depends on the building itself. We confirm the approval procedure with the architect and our partner lawyer before the work starts, and the rotary hammer comes onto the site only after that.
Combining two apartments or dividing one into two changes the very properties recorded in the Public Registry. Our partner lawyer handles such changes, under your power of attorney if needed.
How the work goes on site
How we take down old walls and cut openings is described on the page about demolition of partitions and old finishes. A new partition stands on the slab or on a sound screed that is bonded to the slab. Under the future wall, we cut out floating screed, or any patch that sounds hollow, back to the concrete. Blockwork is fixed to columns and concrete walls with flexible ties every two or three courses, and under the slab above we leave a 1–2 cm gap and fill it with mineral wool and an elastic sealant. Over time the slab deflects slightly, and a wall wedged tight against the ceiling cracks together with its finishes. The strip of floor where a wall has been removed is topped up with screed to the common level.
We cut an opening in a load-bearing wall only once temporary props are in place as the design specifies and the steel frame is ready, and we photograph the detail before it is closed up.
How much an apartment layout change costs in Batumi
A layout change design with approval support costs from 3,600 to 5,400 ₾: the architect's work, the drawings and the document package, excluding construction work and state fees. If a load-bearing wall is affected, a structural report is added, at 1,200–1,800 ₾. When only partitions change, a design is usually not needed: a measured survey drawing from 310 ₾ and a layout are enough.
We price the work itself by volume and without materials: block partition demolition costs from 61 ₾ per m² of wall, building a new one from 76 ₾ per m², and cutting an opening in a block wall from 390 ₾ each, with blocks and adhesive according to the materials list. Apartments that need an opening in a load-bearing wall, or where wet areas are moved, cost more; white frame, where the walls have no finishes yet, costs less. The final cost is set after the site measurement and once the estimate is agreed, and the price of each stage is written into the contract.
Stages and timelines
-
Survey and documents
usually 2–3 days
The site foreman measures the apartment, we check it against the extract and the developer's plan, and we request the building's structural drawings.
-
Layout
usually 1–2 weeks
We draw two or three options with furniture and with the wet areas at the riser, and check the window and ventilation in every room.
-
Structural engineer's report
usually 1–3 weeks
If an option affects a load-bearing wall, the structural engineer inspects it on site and decides whether an opening can be made and how to strengthen it.
-
Design and approval
usually 2–4 weeks for the design
We prepare the layout change design and the document package. We confirm the approval procedure with the architect and our partner lawyer before the work starts, and put its timing into the schedule as a separate line.
-
Work on site
usually 1–3 weeks
Demolition, partition masonry on flexible ties, openings with lintels, moving sockets and outlets. We photograph concealed details before they are closed up.
-
Measured drawing and registry
usually 3–5 days
We measure the apartment after the work and put the drawing in the handover file. If the changes need to go into the Public Registry, a representative submits the documents, under your power of attorney if you wish.
Local specifics in Batumi
In a cast-in-place concrete high-rise, the concrete walls by the lift and stairs hold the building up in an earthquake. We don't cut niches or horizontal chases in them, and any change to columns and slabs starts with the structural engineer's calculations. The partitions between rooms in the same buildings are usually block, and they are easier to work with.
In Batumi's Old Town, some buildings have the status of a cultural heritage monument, and separate rules apply to them. We check the building's status with our partner lawyer before the design, not after the demolition.
Many residential complexes limit the hours for noisy work, and taking walls down is the noisiest part of a layout change, so we ask the management company for the building's rules before the estimate. In aparthotels there is also the contract with the operator, which may restrict alterations to the unit, and we read it before the layout. If you live abroad, we do the survey, the report and the design without you, and submit the documents under a power of attorney whose wording we agree in advance.
Materials and brands
We build new partitions from aerated concrete blocks: they are light, load the slab less and are laid on adhesive with a thin joint. Where a niche, boxing or a wall without wet work is needed, we build a frame on Knauf studs and board it with Knauf or AK Bulut sheets, and in the bathroom only with moisture-resistant board. Between bedrooms we put mineral wool inside the frame.
Over an opening in a block partition we fit a precast lintel or a steel angle with anti-corrosion protection. We frame an opening in a load-bearing wall only with the sections and sizes given in the structural engineer's design, and allow no substitutions on site. Block adhesive and plaster mixes are from Ceresit, Weber or Mapei. We tie blockwork to columns and concrete walls with galvanised flexible ties or perforated strip.
What makes up the cost
Timeline: usually 1–2 months to move partitions in a 1+1 apartment, including the survey and layout, by our estimate; with a load-bearing wall, the report, design and approval come on top
- the building's rules on hours for noisy work and waste removal
What raises the cost
- an opening in a load-bearing wall or removal of part of it: report, design, strengthening
- combining apartments and converting the extra kitchen and bathroom
- moving a wet area far from the riser, with the floor raised
- a resale apartment without building drawings, where walls have to be opened up to check them
What lowers the cost
- only block partitions change, and load-bearing walls are not affected
- white frame, where the walls have no finishes yet
We prepare the exact estimate from measurements and photos. It’s free and comes with no obligation.

2-year warranty on partitions, openings and blockwork.
If we move water supply, drains or wiring during the layout change, they carry a 5-year warranty, like concealed services in walls and floors. The structural engineer's report, the design, photos of the strengthening and the measured survey drawing go into the handover file: when you sell, they show what was changed and how.
Questions and answers
How much does an apartment layout change in Batumi cost?
It depends on whether a load-bearing wall is affected. If only partitions change, you pay for a measured survey drawing, from 310 to 445 ₾, a layout and the work itself. We price the work without materials: block partition demolition costs from 61 ₾ per m² and building a new one from 76 ₾ per m², with blocks and adhesive extra. For an opening in a load-bearing wall, a structural report at 1,200–1,800 ₾ is added, along with a layout change design with approval support, from 3,600 to 5,400 ₾.
State fees and construction work are not included in the design price. We send a preliminary estimate from a plan and photos within 24 hours on business days; the final cost is set after the site measurement and once the estimate is agreed.
Does a layout change have to be registered with the Public Registry?
We look at your apartment's extract and at what exactly is changing. When two apartments are combined or one is divided into two, the properties in the registry themselves change, and without an update the documents no longer match the apartment, which can come up when you sell or mortgage it. When only partitions move, the floor area usually stays the same, but the plan in the documents may no longer match what is on site.
We confirm the approval procedure with the architect and our partner lawyer before the work starts. Submitting the changes through a representative costs 240–360 ₾, and state fees are paid separately.
How long does an apartment layout change take?
By our estimate, moving partitions in a 1+1 apartment usually takes 1–2 months. The survey and document check take 2–3 days, the layout 1–2 weeks and the work itself 1–3 weeks, and what stretches the timing is more often choosing an option than the blockwork.
If a load-bearing wall is affected, the structural engineer's report and the design are added, which takes several more weeks, plus the approval. We don't promise its timing in advance; we put it into the schedule as a separate line once the procedure for your building is clear. Work on a load-bearing wall starts only after that, so if the apartment has to be ready for letting by the season, start on the documents in winter.
What should I do if a layout change in the apartment was made without documents?
If you are still buying, sort it out before you pay the deposit. We compare the apartment with the extract and the building plan, look for traces of removed walls and cracks next to them, and if we suspect a load-bearing wall, we call in the structural engineer. The report shows whether the alteration is safe and whether strengthening is needed.
What can be legalised after someone else's work depends on what exactly was removed. We confirm the approval procedure with the architect and our partner lawyer before the work starts. We don't start a new renovation over an unclear opening in a load-bearing wall: first comes strengthening to a design, then the finishes.
Can a large apartment be divided into two studios for letting?
Technically it is possible if each part has its own entrance, window and ventilation, and a bathroom by the riser. A second entrance from the shared corridor almost always means an opening in a wall that may be load-bearing or shared with the rest of the building, and so a structural engineer's report and a design.
Two apartments instead of one also have to be registered in the Public Registry, and letting them separately needs separate meters. We confirm the approval procedure with the architect and our partner lawyer before the work starts. It is best to show us an apartment for this idea before you buy: the plan and the risers show where the two bathrooms will go and whether there are enough windows for both parts.
