House commissioning in Batumi: acceptance, as-built survey, registry registration
House commissioning is City Hall's decision that the house was built according to the permit, after which it is registered in the Public Registry as a building. We prepare the as-built survey, measurement drawing and document package, submit them under a power of attorney, register the house and help re-register utility connections. Without this the house cannot be sold with a mortgage or pledged. Commissioning from 1 560 ₾.

House commissioning: the last step of construction
House commissioning is City Hall's decision that the house was built according to the permit issued and is fit for use. Only after it is the house registered in the Public Registry as a building, and a house with its floor area appears in the extract next to the plot. Until then the house formally does not exist: it cannot be sold to a buyer with a mortgage or pledged at a bank, and utility companies may refuse a permanent connection. Many owners in Batumi put this step off for years and remember it only when a buyer turns up.
What City Hall checks
- whether the footprint matches the permit and site plan;
- number of storeys, height and floor area;
- the facade, if it was approved separately;
- setbacks from the plot boundaries;
- whether the house is ready for use.
The key point is that the house was built according to the permit. If a storey was added during construction, a wall moved towards the neighbour or the facade changed without amending the permit, commissioning runs into that discrepancy. Then the permit is amended or the differences are legalised first; more on the legalising buildings page.
Documents for commissioning
For commissioning we prepare the building permit and the approved design, an as-built survey of the house with coordinates and levels, a measurement drawing for the Public Registry and photos. Buildings of higher classes also need technical supervision reports and expert opinions. The as-built survey is done by a surveyor; more on the construction surveying page. If we obtained the permit, all the documents are already in the property file; more on the building permit page.
Registration in the Public Registry
After the commissioning decision the house is registered in the Public Registry. The extract shows a building with its floor area, number of storeys and use. From that moment the house can be sold, gifted, mortgaged, let under a contract, and utility accounts can be put in your name. How a house sale works is on the transaction support page.
Permanent utility connections
During construction a house often runs on temporary electricity and water. Utility companies arrange a permanent connection for a registered building and according to the technical conditions issued for the design. So commissioning and re-registering the connections are best done together. How a house is connected to the grid is on the power supply page.
The house was built long ago but never commissioned
If the house has stood for several years and the extract shows only the plot, we first compare the house with the permit. If everything matches, we arrange commissioning and registration. If the house differs or there was no permit, it becomes a legalisation case with a different procedure. Either way we start with a measured survey and the extract to see which route is shorter.
How much commissioning costs
Preparing documents and commissioning a house costs from 1 560 ₾. Registering a completed house in the Public Registry with a measurement drawing from 840 ₾, an as-built survey with a drawing from 510 ₾, a measurement (cadastral) drawing of the plot from 600 ₾. Obtaining technical conditions for water, electricity and gas from 480 ₾. Registry and City Hall fees are paid separately. The final cost is set after checking the permit, the design and the house as built.

Local specifics in Batumi
In Batumi and Adjara's villages there are many houses that were finished but never commissioned: owners lived in them for years until they needed to sell or take out a loan. Buyers and banks now look at the extract more carefully, and a house that is not in the registry sells for noticeably less or does not sell at all.
A house often departs slightly from the permit during construction: a balcony was added, a terrace enclosed, the stairs moved. Such discrepancies are better found before submission and resolved by amending the design than by getting a refusal and starting over. For houses where some rooms are let to guests, registration with the correct floor area also makes dealings with the tax office and the insurer simpler.
Materials and brands
The building permit and the approved design, an as-built survey in Public Registry coordinates, a measurement drawing with floor areas by storey, photos of the facades and the plot. A notarised power of attorney for submission and registration. For higher-class buildings, technical supervision reports and expert opinions. Technical conditions from utility companies for a permanent connection. A fresh extract with the registered house at the end.

Questions and answers
How much does house commissioning cost?
Preparing documents and commissioning costs from 1 560 ₾, registering the house in the Public Registry with a measurement drawing from 840 ₾, an as-built survey from 510 ₾. Fees are paid separately. The final cost is set after checking the permit, the design and the house as built.
Why commission the house if I already live in it?
Without commissioning the house is not registered in the Public Registry as a building, and the extract shows only the plot. Such a house is hard to sell, especially to a buyer with a mortgage, cannot be pledged at a bank, and utility companies may refuse a permanent connection. The longer you put it off, the harder it is to restore the documents.
What if the house was not built quite to the permit?
First we compare the house with the permit and decide which is easier: amending the design and permit to match what was built, or legalising the differences. Small changes inside the house usually do not stand in the way of commissioning; an extra storey or a shift towards the neighbour does. We decide after the measured survey.
Can the house be commissioned without me?
Yes, under a notarised power of attorney. Your representative submits the documents, receives the decision and registers the house in the Public Registry, and you receive copies and a fresh extract. We include both commissioning and registration in the power of attorney in advance so it does not have to be drawn up twice.
How long does commissioning take?
If the house was built to the permit and the construction documents are on hand, usually three to six weeks including registration. Longer if the as-built documentation has to be restored or discrepancies resolved. We do the survey and measurements within a week; the rest depends on City Hall and the registry.
