Approvals from Batumi City Hall and agencies: facade, heritage, utilities, trees
Approvals from Batumi City Hall and agencies are needed alongside the permit, and sometimes without it: the facade part of the design, heritage protection in the old town, tree felling, technical conditions for water, electricity and gas, protection zones and a special zonal agreement on coefficients. We check what your plot needs and obtain the approvals in parallel with the design. One approval from 720 ₾.
from 720 ₾/pcone design approval at City Hall or a relevant agency. The final price is confirmed once agreed.

Approvals from Batumi City Hall: what may be needed besides the permit
Approvals from Batumi City Hall and from agencies often go alongside the building permit, and sometimes are needed without it. In Batumi the facade is approved separately, in the old town the heritage service gets involved, trees on the plot cannot be cut down without a permit, and the design cannot be finished without technical conditions from the utility companies. Each approval on its own is straightforward, but together they easily stretch a project by months if they are started at the last moment.
Which approvals there are
| Approval | When it is needed |
|---|---|
| Facade part of the design | New houses and facade changes in Batumi |
| Cultural heritage protection | Old town, near monuments |
| Trees | Felling or transplanting on the plot |
| Utility technical conditions | Water, electricity, gas for the design |
| Protection zones | Near pipelines, roads, power lines |
| Special zonal agreement | More floor area or height than the zone allows |
Facade
In Batumi the facade part of the architectural design is approved separately: City Hall looks at materials, colour, glazing, balcony railings and how the house fits into the street. This applies both to new houses and to changes to existing facades: balcony glazing, new windows, cladding. The facade is best worked out in advance with the architect; more on the facade design page.
Utilities and protection zones
- technical conditions for water from Batumis Tskali;
- technical conditions for electricity from Energo-Pro Georgia;
- technical conditions for gas from SOCAR Georgia Gas;
- approval from the pipeline operator in a protection zone;
- approval of the access if the plot opens onto a main road.
Technical conditions are needed before the services sections of the design: routes, capacity and the entry point depend on them; more on the building services design page. Gas is connected under a separate design; see the gas connection page.
Trees on the plot
Large trees on a plot cannot simply be cut down: felling or transplanting needs a permit, and for some species compensation is paid or new trees must be planted. We mark trees on the topographic survey before the design so the house can avoid them where possible. An old tree often becomes the best part of the garden; more on the landscape design page.
Special zonal agreement
If you want to build more floor area or higher than the zone's coefficients allow, you need a special zonal agreement. City Hall considers it with the city council's involvement, the procedure takes months, and the outcome is not guaranteed. For a private house we usually advise fitting the design within the current coefficients and leaving the agreement for guesthouses and aparthotels, where every square metre counts. How the permit itself is obtained is on the building permit page.
Neighbours and co-owners
Sometimes the consent of neighbours or co-owners is needed: a shared wall on the boundary, an extension right up against the neighbour, balcony glazing or a facade change in an apartment building. Such consents are drawn up at a notary, otherwise they are worthless in a dispute. It is better to get them before the design than after the neighbour has seen the excavation.
How much approvals cost
One design approval at City Hall or a relevant agency costs from 720 ₾. Obtaining technical conditions for water, electricity and gas from 480 ₾, a permit to fell or transplant trees from 390 ₾. Design approval in a cultural heritage protection zone from 1 980 ₾, support with a special zonal agreement from 4 800 ₾. Utility company charges, compensation for trees and state fees are paid separately. The final cost is set after checking the plot and the design.

Local specifics in Batumi
In Batumi building requirements depend heavily on location. In the old town and near monuments every facade change goes through heritage protection, on the seaside boulevard and main streets City Hall looks more closely at the appearance of buildings, and on the hills around the city trees, slopes and access matter more. Pipelines and power lines with their own protection zones cross part of the territory.
Utility companies issue technical conditions on their own schedules, and in the building season the queues are longer. So we file applications for water, electricity and gas straight after the concept, in parallel with the design, rather than when the house is already standing and waiting to be connected.
Materials and brands

Copies of all approvals in one project file.
What makes up the cost
Timeline: ordinary approvals take 2–6 weeks in parallel with the design, a special zonal agreement several months
- plot, zone and number of approvals
What raises the cost
- a heritage protection zone
- a pipeline or power line protection zone
- many trees on the plot
- a special zonal agreement
What lowers the cost
- a new house on a free plot
- technical conditions already obtained

Questions and answers
How much do approvals from Batumi City Hall cost?
One design approval at City Hall or an agency costs from 720 ₾, utility technical conditions from 480 ₾, a tree permit from 390 ₾. Approval in a heritage protection zone from 1 980 ₾, a special zonal agreement from 4 800 ₾. The final cost is set after checking the plot and the design.
Does a private house facade need approval?
In Batumi the facade part of the architectural design is approved separately, both for new houses and for facade changes. City Hall looks at materials, colour, glazing and how the house fits into the street. It is best to work out the facade with the architect in advance, then approval goes faster.
Can I cut down a tree on my own plot?
Small trees usually yes, but felling or transplanting large trees needs a permit, sometimes with compensation or mandatory planting of new trees. We mark trees on the topographic survey before the design and, where possible, place the house so they can be kept.
What is a special zonal agreement?
It is a procedure by which City Hall allows more floor area or greater height than the zone's coefficients permit. It takes months, involves the city council and does not guarantee the outcome. For a private house we usually advise staying within the current coefficients.
When should I apply for technical conditions?
Straight after the concept, in parallel with the design. Routes, capacity and the entry point depend on the conditions from Batumis Tskali, Energo-Pro Georgia and SOCAR Georgia Gas, and each company has its own timescale. If you wait until the end of construction, the house may stand for months without a permanent connection.
