Building permit in Batumi: stages, documents, deadlines, fee
A building permit in Batumi is obtained in three stages: the plot's development conditions, approval of the architectural design and issue of the permit. For a class II private house the procedure is simpler, but it needs an extract, a topographic survey, a design and compliance with the zoning rules. We prepare the documents, submit them under a power of attorney and run the procedure until the permit is in hand. A permit for a house from 2 280 ₾.

Building permit in Batumi: how the procedure works
A building permit in Batumi is issued by City Hall, and a private house almost always needs one. The procedure has stages: first City Hall issues the plot's development conditions, then it approves the architectural design, then it issues the permit itself. For a class II private house the procedure is simpler than for an apartment building, but the documents are essentially the same: an extract, a topographic survey, a design and confirmation that the house fits the zoning rules.
Stages of the procedure
| Stage | What we get | Deadline by the rules |
|---|---|---|
| I | The plot's development conditions | Up to 10 working days, up to 20 with agencies |
| II | An approved architectural design | Up to 17 working days |
| III | The building permit | Up to 5 working days |
If City Hall does not reply on time, the decision is deemed made. In practice the time goes not on waiting but on preparing documents and revising the design in response to comments, so together with the design it comes to one to three months.
Which documents are needed
- a fresh Public Registry extract;
- a topographic survey and a site location plan;
- photos of the plot and an access diagram;
- the architectural design with site plan, floor plans and elevations;
- for higher classes, the structural section and a soil report;
- technical conditions for utility connections.
We make the topographic survey for submission in the Public Registry coordinate system; more on the topographic survey page. A private house does not always need a soil report, but we recommend one for a slope or a basement; more on the geotechnical survey page.
Zoning rules
City Hall checks whether the house fits the zoning rules: what share of the plot may be built on, how much floor area may be built on the plot, setbacks from the boundaries and height. These limits are set by building coefficients, and we check them already at the concept stage. If the house does not fit, the design is changed or a special zonal agreement is sought, which takes considerably longer. How the design is prepared for submission is on the architectural design page.
Separate approvals
Sometimes a permit is not enough. In Batumi the facade part of the design is approved separately, the heritage service gets involved near monuments and in the old town, and pipelines and roads have their own protection zones. We check which approvals your plot needs at the very start; more on the approvals from City Hall and agencies page.
Validity and changes
The permit is valid for the construction period stated when applying. If construction drags on or the design changes, the permit is extended or amended: moving a wall inside the house usually does not need a new permit, while an extra storey or a different footprint does. After construction the house is commissioned; more on the house commissioning page.
How much a building permit costs
Gathering documents and obtaining a building permit for a house costs from 2 280 ₾, obtaining the plot's development conditions separately from 720 ₾, extending or amending a permit from 720 ₾. A topographic survey of a plot up to 1 000 m² from 1 020 ₾, a soil report from 3 000 ₾, an architectural design from 57 ₾ per m². By law the City Hall fee for a private house permit is no more than 4 ₾ per m² of new floor area; the rate is set by the city council and paid separately. The final cost is set after checking the plot and agreeing the scope of work.

Local specifics in Batumi
Building rules in Batumi differ by district: the old town has heritage restrictions and special facade requirements, the coast has its own coefficients and heights, and on the hills around the city many plots are on slopes where setbacks and retaining walls matter. In Adjara's villages some land is registered as agricultural, and before the permit you need to check whether what you have in mind can be built on it.
Many plots were registered long ago, and their registry coordinates do not match the fence. City Hall checks the house's position against the registry coordinates, so we do boundary staking and the topographic survey before the design, not after the first refusal.

Questions and answers
How much does a building permit in Batumi cost?
Gathering documents and obtaining a building permit for a house costs from 2 280 ₾, the plot's development conditions separately from 720 ₾. By law the City Hall fee for a private house permit is no more than 4 ₾ per m² of new floor area and is paid separately. The final cost is set after checking the plot and agreeing the scope of work.
How long does it take to get a permit?
The rules allow little time per stage: plot conditions up to 10 working days, design approval up to 17, permit issue up to 5. In practice, with preparing the design, surveys and responding to comments, it comes to one to three months, longer in a heritage zone.
Does a private house permit need a soil report?
A class II private house does not always require one; for higher classes it is mandatory. But for a house on a slope, with a basement or on weak ground by the sea we recommend it regardless of the requirements: without it the structural engineer cannot honestly calculate the foundation.
What if City Hall does not reply on time?
Under Georgian rules, City Hall's silence within the set deadline counts as consent, and the decision is deemed made. We track the deadlines for each stage and request written confirmation where needed. This protects you from an application simply sitting without movement.
Can the design be changed after the permit is issued?
Yes, but it depends on the change. A layout change inside the house usually does not need a new permit, while an extra storey, a different footprint or a facade change requires the permit to be amended. It is better to approve changes before construction than to legalise later what was built differently.
