Construction quality control in Batumi: who watches the build on your side
Construction quality control in Batumi is needed because the contractor checks their own work, and within a week the concrete, rebar and pipes disappear under finishes. An engineer on the owner's side comes on the days when a mistake can still be seen and fixed: before a pour, before walls are closed up, before the screed. We run this kind of control on our own projects and separately when another crew is building the house and the owner wants an independent view.
What control and assessment cover
| Service | What it gives | When it is needed |
|---|---|---|
| Technical supervision | Stage-by-stage checks, records of concealed works | During construction |
| Architect's supervision | The architect makes sure the house matches the design | During construction |
| Assessment | A report on defects, quantities, the design or the estimate | In a dispute or when in doubt |
| Inspection | The condition of an existing building's structure | Before buying, adding a storey or renovating |
| Estimates | Quantities and the cost of the build from the design | Before choosing a contractor |
| Handover | A list of defects in the house or apartment | Before signing the handover record |
Technical supervision is responsible for the quality of the work and compliance with standards; more on the technical supervision page. The architect on site is responsible for the house turning out as drawn; more on the architect's supervision page. A large house needs both; on a small one technical supervision with architect's visits at key details is often enough.
When to call an engineer
- before choosing a contractor, to compare estimates on the same quantities;
- before every concrete pour and before concealed work is closed up;
- when the contractor asks for the next payment;
- when cracks, damp or a dispute about quality appear;
- before buying a house or signing a handover record with a developer.
If a dispute has already started, verbal comments are not enough. You need a written report with photos, measurements and references to standards and the contract, one you can take to the contractor, the developer or a court; more on the independent construction assessment page.
What we check on a house build
For a private house we draw up a visit schedule by stage in advance rather than coming "when called". The minimum set of checkpoints is:
- setting out and the excavation before the blinding concrete;
- foundation rebar, embedded items and starter bars before the pour;
- foundation waterproofing before backfilling;
- rebar in the columns, beams and slabs of every floor;
- masonry, lintels and ring beams;
- the roof before the covering is laid, windows before the reveals;
- pipes and cables before the screed and plaster.
At each checkpoint the engineer signs a record or leaves comments, and the next stage starts only after they are fixed. That way the contractor is paid for accepted work, not for promises.
Existing buildings
Before buying an old house, adding a storey or a major renovation you need to know the condition of the foundation, walls, floors and roof. The engineer opens up details, checks the concrete and rebar, puts tell-tales on cracks and writes what can stay, what needs strengthening and roughly what it costs. Without such a report, adding a storey to an old house in a seismic zone is a risk for everyone who will live in it. How we do this is described on the building inspection page.
Keeping the money under control
The most common disputes on a build are not about concrete but about money: quantities in the estimate do not match the design, work has been paid for but not fully done, prices rise in the middle of a stage. An estimate from the design with a bill of quantities gives a common basis for comparing contractors and for paying for work actually done. How we prepare and check estimates is on the cost estimates page.
New builds and finished houses
Developers in Batumi hand over houses and apartments in black, white or green frame or with finishes, and the handover record is hard to dispute later. Before you sign, an engineer checks the geometry, windows, roof, services and damp, and the defects go into the record with deadlines for fixing them. More on the handover inspection page.
Reports for owners abroad
Many of our clients live in other countries and see the build only in photos. After every visit we send a report: what was checked, what was accepted, what the comments are and the deadline for fixing them. Photos and videos are linked to gridlines and floors, so they can be understood without a trip, and in a dispute they become evidence. If needed, we bring you into a video walk-through straight from the site so you can ask the site manager questions yourself.

Local specifics in Batumi
Building by the sea forgives less than in a dry climate. Humidity rarely drops below 70 %, rainfall is over 2 400 mm a year, and poor waterproofing or exposed rebar shows up within one or two seasons. In summer, concrete in the heat loses water faster than it gains strength unless it is covered and watered, and in the rainy season pours have to be rescheduled.
Adjara is in a seismic zone, so rebar spacing, anchorage and concrete cover are not details here. Many contractors work without a design or with a design made "for the permit" and build their own way. An independent check at key stages costs far less than reworking a finished frame.
Materials and brands
The engineer's kit: laser levels and distance meters, spirit levels and staffs, a moisture meter, a thermal camera, a rebound hammer for non-destructive concrete testing, a rebar detector, feeler gauges and crack rulers, tell-tales. The design, the contract and the contractor's estimate as the basis for checks. Records of concealed works, photos linked to gridlines and floors, written reports and assessments. The standards and rules we cite in comments are named directly in the report.
What makes up the cost
Timeline: we schedule an engineer's visit 1–2 days ahead, the report is ready 1–5 days after the visit, supervision runs for the whole build
- area, construction stage and scope of checks
What raises the cost
- a large house with many stages
- frequent visits and urgent call-outs
- a dispute with the contractor and a written report
- opening up and laboratory tests
What lowers the cost
- a small house with a clear design
- visits only at key stages
We prepare the exact estimate from measurements and photos. It’s free and comes with no obligation.

We stand behind what we write in our reports. If a detail we accepted turns out to have a defect the engineer should have seen, we sort it out together with the contractor and pay for the re-check and report. All records, photos and reports stay in the building file.
Questions and answers
How much does construction quality control in Batumi cost?
A supervising engineer's visit costs from 250 ₾, technical supervision of a house from 1 320 ₾ a month, the architect's supervision from 1 200 ₾ a month. Defect assessment from 1 980 ₾, handover inspection of a house from a developer from 1 260 ₾. The final cost is set after inspecting the property and an agreed estimate.
Why technical supervision if the contractor is responsible for quality anyway?
The contractor checks their own work and wants to close each stage faster. A supervising engineer works for the owner: checks the rebar before the concrete, the waterproofing before backfilling, the pipes before the screed. A mistake found at that point is fixed in an hour; after the finishes it takes weeks and very different money.
Can you check a build that another crew is running?
Yes, this is a common situation. We agree a visit schedule with you, get the design and the estimate, and tell the contractor in advance that stages will be accepted by an engineer. Comments go in a written report to you and the contractor, and we re-check after the fixes.
How is an assessment different from an inspection?
An inspection answers the question of what condition a building is in and what can be done with it: buy it, add a storey, renovate. An assessment answers whether a particular piece of work was done correctly, and is needed in a dispute about quality, quantities or an estimate. Often both are needed.
How do I get reports if I am abroad?
After every visit we send a written report with photos and videos linked to gridlines and floors: what was checked, what was accepted, what the comments are and the deadline for fixing them. If needed, we run a video walk-through straight from the site. All reports are collected in the building file.
