Alliance Palace
City centre, completion 2019, 41 floors
Babillon Tower, also known as Azure Tower, is a 47-floor residential tower about 172 metres high at 30 Rustaveli Avenue, in the centre of Batumi. Construction ran from 2013; in 2019 MC Construction bought the unfinished building and completed it in summer 2024. We check the documents for the apartment, accept it by a certificate, renovate under the building rules and let apartments.
Address, height, number of floors, construction years, the 2019 auction and the architect from reference books on high-rise buildings. The tower's second name is Azure Tower. We found no data on the number of apartments or the handover condition in open sources; we take them from the contract and the Public Registry extract for the specific apartment.
Babillon Tower is a residential tower at 30 Rustaveli Avenue, in the centre of Batumi, by the Seaside Boulevard. Reference books also call it Azure Tower. The tower has 47 floors and is about 172 metres high, with a second, 15-floor part of the complex next to it. Construction began in 2013, the building was finished in summer 2024 and became the tallest residential building in Georgia, overtaking Porta Batumi Tower.
The building has a long history. The first developer was TAM GEO, and under the original plan the tower was due in 2015. Construction stopped, and in May 2019 the unfinished building was sold at a state auction. It was bought by MC Construction, which completed the tower. The design is by Tago Architects. The first plans also included a hotel, offices, shops and restaurants; today reference books list the building as residential.
For a buyer one thing follows from this history: contracts signed in different years may have been concluded with different companies. So for a specific apartment we check who the seller is, in whose name the right is registered in the Public Registry and what is recorded about the handover condition. We found no data on the number of apartments or the handover condition in open sources.
The building is new, and the first years after completion in such towers look alike: renovation is under way in many apartments, there are queues at the service lifts, the management company is settling the rules, and some shared areas are still being finished. This is normal, but it has to be taken into account both when buying to live and when estimating letting income. If you are viewing an apartment now, ask the management company which works in the building are not yet finished and when they are promised.
The tower stands in the centre of Batumi, between Rustaveli Avenue and the Seaside Boulevard. The beach and the promenade are within walking distance, the Old Town a few minutes along the boulevard, with parks, cafés, shops and offices nearby. The centre lives all year, so apartments here are bought both for living and for letting. How buying in the centre differs from buying in the resort south is covered on the page about apartments in central Batumi.
If the apartment is bought from the developer or the keys have not been issued yet, it has to be accepted: checking the area and ceiling height, flatness of the slabs, windows and balcony doors, electricity and water connections, ventilation. Defects go into the certificate before signing. Above the fortieth floor we separately check the window joints and traces of water on the reveals after rain. How we accept apartments on behalf of owners is described on the page about taking over an apartment from the developer.
Renovation in a new tower follows the building rules: noisy work in the permitted hours, materials up the service lift, waste removal by arrangement. The order of work from rough to finishing is described on the page about new-build apartment renovation. Once the apartment is ready, we let it by the night in summer and for several months in winter, and estimate income from the real occupancy of similar apartments in the centre.
We check the handover condition of apartments by the contract and certificate: it decides whether renovation starts with rough work or with finishing. In a new building we first check the windows and their joints, service connections and ventilation, and only then close up the walls.
In the first years after completion dozens of apartments in the tower are renovated at once, there is a queue at the service lift, and the management company watches the hours for noisy work closely. We build this into the schedule and order furniture and appliances in advance.
The centre lets almost all year: to tourists for a few nights in summer, and from autumn to spring to people who come to Batumi to work or live. So combining daily lets in season with a let of several months in winter often pays.
Before starting to let, we read the building rules on guests and keys. Then we prepare the apartment, take photos, run listings and contracts, meet guests and tenants and send the owner a report once a month.
According to reference books on high-rise buildings, 47 floors, about 172 metres high, with a second 15-floor part of the complex next to it. The building was finished in 2024 and became the tallest residential building in Georgia. The tower is also called Azure Tower, so when searching listings it is worth checking both names and comparing the address.
Construction was started in 2013 by TAM GEO. After work stopped, the unfinished building was sold at a state auction in 2019 to MC Construction, which completed the tower in 2024. So when buying we check who the contract for the specific apartment is with, who the owner is according to the Public Registry extract and whether there are encumbrances.
The Public Registry extract, the contract with the developer and the handover certificate. In the apartment itself: area, ceiling height, flatness of the slabs, windows and joints, electricity and water connections, ventilation. With the management company: the building rules, monthly charges and which shared areas already work. We record defects in the certificate before signing.
The centre lets almost all year: to tourists in summer and to tenants for several months from autumn. Income depends on the view, floor, finish and the building rules on guests. We estimate it from the real occupancy of similar apartments in the centre and only then advise which letting format to choose.
